Thye Hua Kwan Moral Charities – Executive, Procurement

• Provide support to the Corporate Service Procurement Team to source, raise and publish ITT/RFQ/EQV2, evaluate using Price-Quality Methodology, write approval papers for recommendation of Service and/or goods.
• Able to negotiate with new and existing vendors to ensure supply of material in most cost-efficient manner within agreed price target and budget.
• Working closely with various Services and requestors/users to review the ITT/RFQ Documents and budget prior to sourcing.
• Conduct periodic review of existing vendors and contracts to ensure vendor performance on pricing, quality and delivery.
• Provide support to management in reviewing and recommending sourcing / procurement policies
• Issuance of Letter of Award (LOA) to appointed vendors
• Analyse data trends on costs

Qualifications

• Minimum diploma or degree in Business, Supply Chain Management, Logistics, or equivalent
• Minimum 3 years of experience in a strategic sourcing position
• Able to manage a multitude of RFQs and ITTs simultaneously
• Meticulous and strong attention to details especially for RFQs and ITT Documents, Agreements and Approval papers
• Work experience in similar position in Social Service Sectors a plus point.
• Good knowledge of procurement best practices, contract agreement law, financials and cost analysis would be advantageous
