Since October 2011, Thye Hua Kwan Moral Charities (THKMC) was incorporated as a charity with an IPC status to provide multiple social and welfare services to the community at large.

THKMC provides assistance to the various groups in our community through more than 60 programmes and services for the elderly and the sick, families, persons with disabilities, and children.  We help anyone in need with full respect to their race, colour, creed, language, culture and religion. We have more than 90 programmes and services, reaching out to more than 55,000 people in the community.

Job Description

The Early Intervention for Children (EIC) Services helps equip children with motor, communication, social, self-help and cognitive skills. THK EIC involves structuring classes around small groups encompassing early childhood special education, social work and therapy support services to stimulate their adaptive functioning and school readiness skills.

This position reports to the Assistant Director (Inclusion and Partnerships)

Role:

To oversee and manage various aspects of DS-LS programme, and ensure smooth execution of the programme by working collaboratively with the team, as well as other internal and external stakeholders.

Responsibilities include but are not limited to the following:

  1. Programme Planning and Development:
    • Collaborate with preschools, parents and THK EIC team to define programme goals, objectives, and deliverables
    • Develop comprehensive project plans, including timelines, milestones, and resource allocation
    • Identify and address feedback, issues from all stakeholders
    • Ensure programme adheres to relevant policies, regulations, service model and funding agreement
  1. Programme Execution and Monitoring:
    • Coordinate with team members, Anchor Operator Partners, and other external partners
    • Monitor programme timeline, track key performance indicators, and evaluate outcomes against targets
    • Conduct regular checks and reviews to identify and address programme-related challenges
    • Ensure documentations meet audit requirements
    • Ensure team adheres to all timelines
  1. Communication and Collaboration:
    • Serve as a central point of contact for programme-related matters, facilitating effective communication and collaboration
    • Ensure transparency and alignment among team members, senior management, and other relevant departments
    • Introduce DS-LS programme to parents through the Social-worker parents meeting
  1. Stakeholder Engagement and Partnership Development:
    • Build and maintain positive relationships with internal and external stakeholders
    • Engage in outreach activities to secure support, resources, and collaboration for programme initiatives
  1. Continuous Improvement:
    • Identify opportunities for programme enhancements and process improvements.
    • Stay updated on industry trends, best practices, and emerging technologies related to programme management.

Qualifications

  • Bachelor's degree in a relevant field (such as project management, business administration, or a related discipline). A master's degree is a plus

Other Information

  • Strong organizational and multitasking skills, with the ability to manage multiple programmes simultaneously.
  • Excellent communication skills, both written and verbal, with the ability to effectively engage with diverse stakeholders.
  • Proficiency in project management software, collaboration tools, and Microsoft Office Suite.
  • Strong analytical thinking and problem-solving abilities.
  • Ability to work independently, take initiative, and thrive in a fast-paced environment.
  • Knowledge of relevant industry standards, regulations, and best practices.
  • Ability to commute especially in the Central and Central-South regions of Singapore as required for programme-related activities.
